New York Gov. Kathy Hochul, for example, recently took action to help sidestep a technical hurdle in the commercial driver licensing process.

Hochul recently directed her state’s Department of Motor Vehicles (DMV) to issue a waiver allowing prospective school bus drivers to skip the so-called “Under the Hood” component of New York’s commercial driver’s license road test.

Eliminating the engine compartment component of the state’s licensing exam is one of several measures New York leaders have taken to address the growing school bus driver shortage.​​

The so-called “under the hood’ exemption is permitted by the Federal Motor Carrier Safety Administration (FMCSA) in order to help states such as New York hire additional drivers without compromising on safety.

School bus inspection and maintenance standards remain in effect, and prospective drivers are still required to pass other parts of the Commercial Driver License (CDL) vehicle inspection skills test.

New York, under Hochul’s direction, also started a program that allows third parties to oversee commercial road tests, a move that has increased the state’s capacity to conduct such tests.

The 2023-24 school year has seen one story after another about the driver shortage and its impact on children and the classroom.

In Kentucky, for instance, Louisville school district officials faced scrutiny for their handling of costly new software aimed at mitigating the driver shortage.

The district was forced to cancel classes for more than a week after a debacle that saw some children delayed by hours—with some dropped off as late as 9 p.m.–on their route home from school.
